A perfect storm - cutting food programs and limiting nonprofits ability to raise money

Even as our legislators in Washington are considering cutting food programs, which will drive more people to already overburdened private charities, there are also proposals to limit charitable tax deductions and increase postage rates for non-profit mail.  Both of these proposals would affect our ability to raise the funds we need to do our current work, much less to do more work!  What are they thinking?
