WHO USES SNAP?

A new USDA report links SNAP administrative details with census data to analyze SNAP use in Texas in a way not previously possible. These detailed participation rates for Texas counties, congressional districts, and demographic subgroups could be helpful in guiding administrative policies and procedures and could be applied in other states. The report found:

  • ·While, the statewide SNAP access rate was about 62.8% of eligible individuals, access varied among counties from 46% to almost 80% and among Congressional districts from 37% to 77%.
  • Elderly people who lived alone, or only with other elderly individuals, had an especially low rate of access to SNAP, and their access was still below the statewide average even if a non-elderly person lived in the household.
  • Households with children had substantially higher access rates than households without children. Couples with children made up the largest eligible subgroup of all households but had significantly lower access rates than female heads of household.
